The survey data suggest that the Albanian voters share sophisticated and strong perceptions about the political situation and the state of democracy in the country. Thus, while 96 percent of the voters believe in democracy and 63 percent express high levels of internal political efficacy (i.e. the belief that it is important to exercise one’s political rights such as the right to vote), over 60 percent of them are either unsatisfied or not satisfied at all with the way democracy functions in Albania. At the same time, about 94 percent believe that individual and human rights are respected only to some degree - with 40 percent saying that there is little or no respect at all for individual and human rights in Albania.

Studimi Elektoral Shqiptar 2005 eshte pjese e nje prej projekteve me te rendesishem ne shkencat politike ne bote ne 15 vitet e fundit. Bazuar tek eksperienca e Studimeve Kombetare Elektorale qe filluan ne ShBA ne vitet 1950-te, studime te ngjashme sot kryen rregullishte ne mbi 50 shtete te botes ne Europe, Ameriken Latine, dhe Azi. Studimi yne bazohet ne eksperiencen me te mire te vendeve te tjera dhe eshte pregatitur ne bashkepunim me disa prej experteve me te njohur ne bote ne keto ceshtje. Pyetesori dhe skema e studimit eshte hartuar nga Komiteti Planifikues i CSES-it dhe nga bordi yne i eksperteve, i cili perbehet nga studiues te politikes elektorale me fame ne mbare boten. Ne synojme te ruajme standartet me te larta shkencore ne çdo faze te projektit. Kontributi i CSES ne projekt mbeshtetet nga Fondacioni Kombetare i Shkences se ShBA (American National Science Foundation).

Opinioni publik qendron ne qender te çdo sistemi demokratik. Eshte gjeresisht e pranuar se ne shoqerite demokratike ekzistojne lidhje te forta mes opinionit publik dhe veprimeve te politikaberesve. Kjo pasqyron faktin se interesi kryesor i demokracise eshte te shnderroje preferencat e publikut ne politika. Qe nje gje e tille te ndodhe, faktor kyç eshte qartesia dhe njohja nga te gjithe e preferencave te publikut. Politikanet ndihen te detyruar te veprojne ne perputhje me preferencat e elektoratit te tyre dhe kane me pak hapesire per te manovruar kur keto preferenca njihen qarte. Studimi i sjelljes elektorale ne zgjedhjet parlamentare do te ndihmojne akademiket, studentet, analistet politike, shoqerine civile dhe politikeberesit te kuptojne preferencat e elektoratit shqiptar dhe te shpjegojne rezultatet e zgjedhjeve parlamentare.

Procesi elektoral eshte nje nga instrumentat me te rendesishem te demokratizimit ne nje vend. Ne rastin e Shqiperise, problemet me procesin elektoral jane pasqyra me e mire e problemeve te demokracise sone post-komuniste. Ndryshe nga vendet e tjera te Europes Lindore, njohja e preferencave te elektoratit dhe e procesit elektoral ne Shqiperi jane pothuaj plotesisht te pastudiuara. Nga perspektiva akademike, ky eshte nje boshllek shume i madhe qe shprehet ne mungesen e studimeve serioze mbi Shqiperine dhe konsiderimin e saj si rast jashte kategorive dhe modeleve akademike te shkencave shoqerore. Ky boshllek akademik dhe mosnjohje shpesh konvertohet ne mangesi serioze tek politikat publike dhe strategjite e politikaberesve ne Shqiperi dhe ato te komunitetit nderkombetar ndaj Shqiperise.
